How do I make ringtones on my computer for my razr?

I have a Razr V3 From Cingular and I wanted to know if anyone knew any free programs I could download to make ringtones. I Understand that There are programs out there that I can upload a song and cut out a certain portion & send to my phone to use as a ringtone. I know how to send things from my pc to my phone [I have a bluetooth adapter for my pc] all I need to know are if there are any free programs to use to make ringtones.
