Is there any way I can make an MP3 into a ringtone for free?

I know there are sites that I can do it on, I don't have a USB cabel, so the site would have to send it to my phone, do any of ya'll know a good site that I can make my MP3 into a ringtone? Or just a good site with free ringtones? 10 PTS!!!

1. I like to use phonezoo.com it works great. You can make your own ringtones from songs you have on your computer or you can choose from the free ones that other users have made.
