What is the program that can make regular songs into ringtones?

I have verizon wireless as my network and one of the verizon workers was telling me that there was a program that could turn my downloaded songs, into 45 second ringtones. does anyone know what the program is called or what the website is? thanks

2. You should be able to get software from the manufacturer of your cellular phone. I use a motorla phone and had to buy a piece of software to do what you describe.
