Why cant certain songs be made into iTunes ringtones?

It seems like every time I think "This song would make a good ringtone" I look on iTunes and there is no ringtone icon with that song at ALL. It dosent seem to make since when other songs from the same album can be ringtones. I know you can use Ventones to make my own ringtones or whatever, but really I just want to know the logic behind iTunes not letting some songs be ringtones. Thanks for any answers.
