Why can only a limited number of iTunes songs be converted into ringtones?

I know that only songs bought off of iTunes can be converted into ringtones, but a lot of the songs that I bought can't. It says 'this song can no longer be converted into a ringtone.' Why? Is it a time limit? If so, there are a lot of songs that I bought recently and it still won't let me do it.
