Download totally free ringtones

Does anyone know where I can find a program that sends custom ringtones to your phone?

I don't have internet service on my phone and I need to send some files (videos,music,pictures,ringtones...) to it. Is there a program that sends the files straight to your phone? The only programs I've seen have links to download your custom tones off of a website.
