Download totally free ringtones

anyone know how to send ringtones to people?

I own a layout site, and i wanted to have a "weekly freebie", something in which people can send a text to a certain number such as those ringtone commercials on tv. Keep in mind i want this to be completely free. I saw this somewhere but i can't remember where, i've googled all over but no luck. Thanks guys
