Download totally free ringtones

Can you download free ringtones and wallpapers on a cell phone with Alltel service?

If possible, I would like to get some free ringtones on my cellphone. I do not have mobile web on my cell phone. Is there still a way I can download some ringtones by having them sent to my phone? What are some places that support Alltel service where I can go and get the tones and wallpapers and stuff? Thanks for your help!

1. I dont think any cellprovider in the world provides with free stuff for cellphone. In cases where you can download that stuff for free... you are charged heavily for GPRS.
