Is there a way to make ringtones for my cell phone?

I have bluetooth on my phone and my friend makes her own ringtones for her phone. Is there a program I can download to make them myself?

1. Well, I'm not sure about that, but if you have a Motorola C139, there is a program that is on your phone that you go to and you make a ringtone. Really, it depends on what kind of phone you have!
