1. Mobile17, Ventones . they have an online ringtone creator, and you use mp3 files to create the ringtones for free
2. For everything that I have found, you cannot get free ringtones using US Cellular. They have a crappy-ass download system called "Easy Edge" that is your only access to get tones. I have tried several of the "create and text" sites and you will see that that text never makes it to your phone. It is all in the programming that US Cellular uses. Good luck though, if you do find something I would like to know what it is.
