Download totally free ringtones

is their a way i can download free ringtones?

well, idk if i should really believe this, but my step-dad said if you download ringtones/games on the pc and put them on your phone. that it will still charge your money. since i have an LG shine i cant place a whole song as my ringtone (pretty retarded.) -good phone though. so i tried recording 30 seconds of a song and use that as a ringtone. turns out you cant use WAV files as ringtones, so now i can either convert the format (the hard way) or i can find out if i should be worried that i might get charged money.
