Phone help!?

On my phone, I want to get some more ringtones, and when I go to upgrade VZW Tones (it won't let me do anything otherwise), it gives me the message, "Unable to retrieve catalog. Please try again later. (1281)" It does that when I try to get a new application too. It's been doing that for about 6 months now, and I could just email ringtones to my phone for free, but my phone doesn't let me use sounds as ringtones. What should I do? And, no, my parents didn't shut it off. We all have the same family plan, and anyway, I'm 19. It's cheaper to have a plan with my parents and I pay for anything that would cost extra, so there's no need to shut it off anyway. I already asked her about it, and she is experiencing the same difficulties.
