Where can I find a free cell phone app that makes ringtones?

I have a Samsung A640 that I want to make ringtones on. I don't have a data cable, and I'm cheap so I don't want to spend any money. I want a cell phone app that can make ringtones on the phone.

1. www.mobile17.com the only thing you get charged for is txt message and a small internet usage. its free though other than that...
2. just get the data cable and use audacity to chop ur tones then bitbim to upload to phone...the cable's around $10 on ebay
