How can i turn mp3 songs on my comptuer into 30 sec ringtones?

i have sprint samsung m610 phone with internet if that helps. also is anyone knows a website to get FREE ringtones for the sprint phones w/ no contracts, obligations, let me know 3gforfree seems to be down for some reason
